The water extinguishers by jet or pulverization act in combustion by cooling, being the first category of extinguisher is indicated for when it is necessary a larger range water (eg building fires), and the second extinguisher category became more efficient once water drops quickly absorb the heat of combustion instead of a water mass.
These are indicated for Class A and Class B fires, for soluble liquids in water.
